In the Philippines, the Speaker of the House of Representatives is the presiding officer and the highest-ranking official of the lower house of Congress. The role is a powerful one, as the Speaker presides over sessions, controls the flow of the legislative agenda, refers bills to committees, and appoints committee leaders, effectively shaping the legislative priorities of the majority party.
